This research study reviews World Bank operations in the electricity sector in Europe and Central Asia during the 1990's, which focused on sector restructuring, privatisation and the introduction of competition. The report includes six case studies of experiences in former Soviet Union countries and four case studies on candidate countries for EU accession, as well as lessons drawn from Russia, Romania, Armenia and Albania.
